Transparent, fair and clearly structured
The FachkräftePfad of the Inside Culture Academy is a quality-assured framework for the preparation, recruitment and sustainable integration of international skilled workers and vocational trainees in Germany.
It provides clarity about:
- the stage of the process a person is currently in,
- the requirements that must be met,
- who makes which decisions,
- which services may be used voluntarily,
- who bears which costs,
- and where the limits of each party’s responsibility lie.
Our objective is to create a transparent, fair and reliably structured process for candidates, employers and international recruitment partners.
1. Our role
The Inside Culture Academy develops, structures and quality-assures international recruitment and integration processes.
Depending on the respective assignment, our services may include:
- general educational and preparation programmes,
- preliminary profile and document reviews,
- assessment of general process readiness,
- coordination of candidate profiles and employer requirements,
- preparation for and support during interviews,
- cultural and communication preparation,
- preparation for vocational training and employment in Germany,
- preparation of employers, managers and teams,
- workplace onboarding,
- feedback, monitoring and conflict prevention,
- long-term integration and retention support.
The recruitment and local support of candidates may be carried out by contractually appointed recruitment partners.
The Inside Culture Academy does not make hiring or vocational training decisions and does not conclude vocational training or employment contracts on behalf of an employer.
The final selection decision is made exclusively by the respective employer.
Chambers, recognition authorities, immigration authorities, German diplomatic missions and other competent institutions make their decisions independently. Their decisions cannot be anticipated or guaranteed by either the Inside Culture Academy or a recruitment partner.
2. The process in three steps
The FachkräftePfad distinguishes between three clearly defined steps:
1. Preparation and qualification
General education, language learning, cultural orientation and preparation for living, learning and working in Germany.
2. Specific employer process
Assignment to a specific employer requirement, profile matching, candidate presentation, interviews and selection by the employer.
3. Contract and integration
Preparation for entry into Germany and the start of vocational training or employment, workplace onboarding and long-term integration support.
These three steps clearly separate general, employer-independent education from a specific employer process and the subsequent workplace integration.
3. Preparation and qualification
Before a specific employer process begins, candidates may voluntarily use general educational and preparation programmes.
These may include topics such as:
- the German language,
- cultural orientation,
- communication and workplace culture,
- understanding the German vocational training and employment system,
- general career and vocational training orientation,
- preparation for living and working in Germany.
These programmes have an independent educational value. Their benefit exists regardless of whether a specific employer process is created at a later stage.
The programmes are not linked to a specific employer and do not include any promise of an interview, placement, vocational training position or employment.
B1 as the language entry requirement
As a general rule, the FachkräftePfad requires valid proof of German language proficiency at B1 level before a candidate can be assessed for admission to the qualified candidate pool.
B1 confirms a basic level of language-related process readiness. However, proof of B1 does not mean that:
- a specific employer is already involved,
- the candidate will be presented to an employer,
- an interview has been promised,
- an employer has already made a selection,
- or a vocational training position or job has been offered.
B1 is an internal quality standard of the FachkräftePfad. Different requirements imposed by an employer, a particular vocational occupation, an authority or a visa procedure remain unaffected.
Qualified candidate pool
Once the language entry requirement has been met, a profile may be assessed for admission to the qualified candidate pool.
The assessment may take into account:
- language proficiency,
- school or vocational qualifications,
- professional background,
- completeness and plausibility of the information provided,
- document readiness,
- motivation and active participation,
- realistic career objectives.
Admission to the candidate pool does not mean that a specific employer process already exists.
It does not create any entitlement to:
- presentation to an employer,
- an interview,
- placement,
- a vocational training position,
- or employment.
Candidates are not charged a placement or admission fee solely for the assessment of their profile or their admission to the qualified candidate pool.
4. Specific employer process
The specific employer-related process begins only when there is an actual connection to an employer.
This is generally the case when:
- there is a specific staffing or vocational training requirement,
- an employer or an employer-funded project has commissioned the process,
- a candidate profile is assigned to this specific requirement,
- and the person concerned has agreed to participate in the process and to the necessary disclosure of their profile.
The specific employer process may include:
- matching the profile with the employer’s requirements,
- presentation of the candidate,
- employer-specific selection,
- interview preparation and coordination,
- communication between the employer and the candidate,
- clarification of professional and workplace-related requirements,
- preparation for the specific vocational training position or workplace,
- support with subsequent contractual and administrative steps.
The Inside Culture Academy and participating recruitment partners may prepare, coordinate and professionally support the process.
The final decision regarding which person receives a vocational training or employment offer is made exclusively by the respective employer.
5. Contract and integration
Once a vocational training or employment contract has been concluded, the specific preparation for entry into Germany, the workplace and the start of vocational training or employment begins or intensifies.
This support may include:
- preparation before entry into Germany,
- preparation for arrival and initial orientation in Germany,
- preparation for the specific vocational training position or workplace,
- cultural and communication transfer to the respective organisation,
- preparation of the employer, managers and team,
- structured workplace onboarding,
- support during the start of vocational training or employment,
- feedback and monitoring,
- support in cases of misunderstandings and conflicts,
- integration and retention support.
These services are financed under the relevant agreement with the employer or another business-to-business client.
The conclusion of a contract does not create any entitlement to a particular outcome in the visa, recognition, entry or integration process.
6. Voluntary educational and preparation programmes
Independently of a specific employer process, the Inside Culture Academy offers separate educational and preparation programmes.
These may include:
- AzubiSuccess Foundation,
- PflegeSuccess Foundation,
- CareerSuccess,
- “The Hidden Rules of German Culture”,
- and the CORE didactic learning environment.
These programmes provide general cultural, communication, workplace-related or professional competencies.
The following principles apply to paid educational programmes:
- Participation is voluntary.
- The programme has an independent educational value.
- The programme is not linked to a specific employer.
- Payment is made exclusively for the educational service described.
- Participation does not guarantee placement, presentation to an employer, an interview, a vocational training position or a job.
- Participation does not automatically result in preferential treatment during a later employer process.
- The purchase of a programme is not a placement, admission or success fee.
- A paid educational programme is not the consideration paid in exchange for being presented to an employer.
- If specific preparation is made mandatory within a particular employer process, the candidate will not be charged for that employer-related service.
Admission to an educational programme
Before admitting a person to a limited educational programme, the Inside Culture Academy may conduct a preliminary profile review.
Admission confirms only that, based on a preliminary assessment, a person meets the requirements for participation in the respective educational programme.
It does not constitute binding confirmation of:
- suitability for a particular employer,
- suitability for a particular vocational occupation,
- recognition of a school-leaving or vocational qualification,
- fulfilment of all visa or residence requirements,
- or successful completion of a subsequent selection procedure.
Admission to an educational programme is, in particular, not a selection decision made by an employer, chamber, authority or any other competent institution.
7. Candidate protection and costs
Within a specific employer-related process, candidates do not bear any costs for:
- recruitment or vocational training placement,
- admission to a specific employer project,
- profile matching and candidate presentation,
- matching and employer selection,
- interview coordination,
- employer-specific preparation,
- employer-related process management,
- workplace onboarding,
- or integration support.
Candidates are not charged any hidden, indirect or success-based recruitment fees.
Employer-funded recruitment or integration costs are not subsequently transferred to candidates through:
- deposits,
- salary or wage deductions,
- repayment obligations,
- retention payments,
- or contractual penalties.
Paid educational programmes must be described clearly before the contract is concluded. The price, scope of services, duration and any applicable cancellation or withdrawal conditions are presented transparently.
8. No duplicate charging for identical services
An identical educational or preparation service will not be charged to both the candidate and the employer without a clear and transparent distinction between the services.
If a person has already personally purchased access to a general educational programme, this existing access will not later be charged to an employer again as a newly provided individual service.
In this case, the employer finances only additional employer-related services, such as:
- transfer to the specific employer,
- preparation for the specific vocational training position or workplace,
- interview and selection support,
- preparation of the organisation and team,
- workplace onboarding,
- feedback and monitoring,
- conflict prevention,
- integration and retention support.
If a person does not yet have a required educational access when the specific employer process begins, this access may be financed transparently and explicitly by the employer.
An existing educational access may later be used as a didactic foundation without being charged again as a newly provided service.
9. Responsibility and decision-making authority
A preliminary assessment or profile review by the Inside Culture Academy serves exclusively to determine whether a person may generally be considered for:
- an educational programme,
- the qualified candidate pool,
- or a further process assessment.
The Inside Culture Academy does not provide any binding commitment regarding:
- presentation to an employer,
- an interview,
- placement,
- a vocational training or employment contract,
- recognition of a qualification,
- a visa or residence permit,
- or entry into Germany.
The final selection and hiring decision is made by the respective employer.
Chambers, recognition authorities, public authorities and German diplomatic missions make independent decisions within their respective statutory responsibilities.
10. No guarantee of success or outcome
Participation in an educational programme, admission to the qualified candidate pool or participation in a specific employer process does not create any entitlement to:
- presentation to a particular employer,
- an invitation to an interview,
- placement,
- a vocational training or employment contract,
- recognition of a qualification,
- issuance of a visa or residence permit,
- entry into Germany,
- or a particular process timeline.
The Inside Culture Academy does not owe or guarantee any placement, hiring, recognition, visa, entry or integration outcome.
Even where careful preparation has taken place, decisions, timelines and outcomes may be influenced by employers, public authorities, chambers, recognition authorities, German diplomatic missions or other third parties.
11. Transparency throughout the process
Candidates should be able to understand at all times:
- which stage of the process they are currently in,
- whether a specific employer is already involved,
- which organisation will make the next decision,
- which services are voluntary,
- which costs arise,
- and who bears those costs.
General preparation, admission to the candidate pool and a specific employer process are clearly distinguished from one another in all communication with candidates.
Unclear payment requests, placement promises or cost information should be clarified directly with the Inside Culture Academy before any payment is made.
12. Data protection and profile disclosure
Personal data, documents and candidate profiles are processed only for specified purposes and in accordance with the applicable data protection requirements.
Disclosure to an employer or another participating partner takes place only on an appropriate legal basis and, where required, with the consent of the person concerned.
Consent to the disclosure of a profile is:
- not consent to a vocational training or employment contract,
- not confirmation of selection by an employer,
- and not a guarantee of an interview or employment.

13. Legal and contractual notice
This Recruitment Framework describes the general process, cost and transparency principles of the FachkräftePfad.
It does not replace:
- an individual educational or participation agreement,
- an agreement with an employer,
- an agreement with a recruitment partner,
- a vocational training or employment contract,
- legal advice,
- or decisions made by competent authorities and institutions.
The relevant service descriptions, contractual terms, participation conditions and data protection information additionally apply to individual programmes and services.
Mandatory statutory provisions always take precedence.
This Recruitment Framework alone does not create any entitlement to participation, admission to the candidate pool, presentation to an employer, an interview, placement, conclusion of a contract, recognition, a visa or entry into Germany.
Our guiding principle
- B1 is generally the language entry requirement for assessment for admission to the qualified candidate pool.
- A specific employer process begins only when there is an actual employer requirement and a candidate profile is assigned to that process.
- Once a contract has been concluded, specific preparation for the organisation and long-term integration support begin.
- Candidates may voluntarily purchase separate educational services. However, they do not pay for recruitment, vocational training placement, matching or the opportunity to obtain a vocational training position or job.
- An identical service is financed only once.
